Bureau of Internal Revenue issued a circular requiring tobacco and vapor product manufacturers, importers, and exporters to register within six months. The directive, effective July 31, establishes new compliance deadlines for industry stakeholders.
The circular, No. 86-2026, updates a registry that now contains 192 entries across 14 distinct classifications. The registry was last revised on June 30, consolidating data from previous reports.
The directive cites revenue regulations from 2006, 2021, and 2022, covering a range of products including cigarettes, heated tobacco, vapor, novel tobacco, cigars, smoking tobacco, and chewing tobacco. All listed products are subject to the new registration requirement.
Manufacturers must affix graphic health warnings to product packaging. In addition, BIR tax stamps are required, except for categories where stamps are not yet available in the system.
The updated list includes 84 entries for vapor products, comprising 26 manufacturers and 58 importers. These figures reflect the growing market for vapor devices and related accessories.
Cigarette-related entries total 43, with 10 domestic manufacturers, two export manufacturers, 12 zone-registered manufacturers, and 19 importers. The breakdown highlights the diversity of domestic and international players in the cigarette market.
Other categories feature 16 importers of heated tobacco products, nine manufacturers and importers of novel tobacco, 17 cigar manufacturers and importers, 22 chewing tobacco manufacturers and importers, and one importer of smoking tobacco. These entries illustrate the breadth of tobacco product types subject to regulation.
Several companies appear in more than one category, indicating overlapping operations across product lines. This cross-listing may impact how firms approach compliance and reporting.
