The Florida Highway Patrol has released dashcam footage showing a state trooper's high-speed pursuit of a BMW driver who fled a street takeover on Interstate 75.
The video begins with the trooper racing down the interstate with emergency lights flashing and sirens blaring, encountering a sea of stopped vehicles blocking all northbound lanes near mile marker 266 in Thonotosassa around 1:30 a.m. Saturday.
As the patrol vehicle reaches the scene, people can be seen running between vehicles while others scramble back behind the wheel. Motorists slowly move aside as the trooper works through hundreds of stopped vehicles before accelerating after the fleeing BMW.
The driver, identified as 25-year-old Yulian Lugo, accelerates to approximately 140 mph – about twice the posted speed limit – before exiting the interstate and leading the trooper on a high-speed pursuit through a residential neighborhood.
The pursuit reaches its conclusion when Lugo pulls over without incident, and the trooper orders him out of the vehicle before placing him in handcuffs.
Three passengers in the BMW – a 24-year-old and two 18-year-olds – are also arrested and charged with misdemeanor highway racing. All four are booked into the Hillsborough County Jail.
The incident marks the latest in a series of takeover-related events that have drawn increased attention from Florida law enforcement this summer.
Earlier this year, Orlando police released video showing hundreds of riders on e-bikes swarming downtown streets, running red lights, blocking traffic, and delaying an ambulance. Officers said the group created a significant public safety hazard and vowed to continue cracking down on similar incidents.
The St. Augustine Beach Police Department also thwarted a planned "teen takeover" in June, using electronic monitoring to identify plans circulating online before they began.
