A full‑time worker clocking 40 hours a week would earn roughly $1,040 more annually before taxes, assuming hours remain unchanged. At $17.40, the wage floor would become the highest in the United States, exceeding Washington’s current $17.13.
The announcement was framed as a response to the federal minimum wage, which has stayed at $7.25 since 2009. Critics point out that the federal rate has not been adjusted during recent administrations.
The increase is presented as part of a broader strategy to improve affordability for Californians, with the governor noting the wage’s rise from $12 an hour at the start of his term to $17.40 in 2027.
California’s unemployment rate remains above the national average, hovering around 5.2 %, and many businesses have exited the state because of high taxes, strict regulations, and growing labor costs.
The earlier $20 fast‑food wage mandate triggered price hikes, reduced hours, automation, and franchise challenges, placing a strain on small businesses that are key employers for entry‑level workers.
Workers in healthcare facilities have also seen additional scheduled wage increases effective July 1, raising minimum wages to between $19.28 and $25 per hour depending on the type of facility.
State Republicans criticized the wage policy, arguing that while raises are welcome, the overall cost of living continues to climb and that the state should address these rising expenses.
