EO 119 Enhances Government Data Security, Globe Reports

Executive Order No. 119, signed on July 13 by President Ferdinand R. Marcos Jr., establishes an updated government data classification system and sets residency requirements for highly sensitive information.

The order mandates that top‑secret and secret data remain within Philippine jurisdiction, while lower‑classification data may be stored in cloud environments that comply with prescribed safeguards.

Globe Telecom indicated that the framework seeks to balance cloud adoption with national security, cybersecurity and public confidence in government systems.

Company officials stressed that trust in secure digital services is essential for the success of the nation’s digital transformation agenda.

The directive outlines specific data classifications, residency rules and security controls designed to guide agencies and private partners in leveraging cloud technologies without compromising critical information.

Globe noted that the Philippines now joins other countries that have implemented data‑governance policies to support digital innovation while protecting sensitive data.
