The Philippines has ranked 65th out of 172 economies in the 2025 Atlas of Impunity, with a significant impunity score of 44.86 out of 100. This score is higher than the global average of 39.05, placing the Philippines as the fifth-highest among East and Southeast Asian economies.

The index used to measure impunity across the country covers five key dimensions: unaccountable governance, abuse of human rights, economic exploitation, conflict and violence, and environmental degradation.
