A possible terrorist attack occurred in New York City on Monday morning near a federal building central to immigration enforcement and adjudication.
The incident took place at approximately 8:30 a.m. outside 26 Federal Plaza, the Jacob K. Javits Federal Office Building in Lower Manhattan.
The building houses three key federal immigration entities: U.S. Citizenship and Immigration Services, the Executive Office for Immigration Review, and Immigration and Customs Enforcement.
An individual deployed an incendiary device outside the building and was taken into custody at the scene.
The FBI New York Joint Terrorism Task Force is leading the investigation into the incident.
Authorities recovered a firearm in connection with the event, though officials have not confirmed whether it was found on the suspect.
Video footage from the aftermath shows the suspect being detained as bystanders took cover nearby.
A resident recorded the scene from a nearby apartment, describing the sight of people running for protection after what appeared to be a weapon was discharged.
Police believe the person in custody is a protester with a documented history of anti-ICE activity.
