President Ferdinand R. Marcos Jr. signed Executive Order No. 121, establishing an Electric Vehicle Incentive Strategy to boost domestic production of electric vehicles and related components. The order formalizes a government‑led effort to position the Philippines as a regional hub for EV manufacturing.
The measure seeks to narrow the price gap between electric and conventional vehicles and sets production targets for the next eight years. It also aims to attract major automobile manufacturers to locate operations in the country.
The EVIS program will provide time‑bound, performance‑based fiscal incentives to manufacturers of battery‑electric, hybrid, plug‑in hybrid and fuel‑cell passenger cars and commercial vehicles, as well as their parts. Incentives are designed to be transparent and targeted to high‑impact projects.
Officials say the initiative will deepen participation in the regional EV supply chain and strengthen the national manufacturing base. It also supports broader goals of sustainable economic growth, energy security and environmental protection.
The program is expected to generate jobs across engineering, technical, factory, logistics and supplier sectors. Increased employment opportunities are projected to benefit a wide range of skilled and unskilled workers.
