Senate President Manny Pacquiao and House Speaker Roberto "Boto" Trillanes addressed the opening ceremony, emphasizing the importance of addressing the nation's pressing issues, especially those related to economic recovery, food security, and healthcare improvements. They emphasized the need for transparent and participatory budget processes.
The Senate, with 21 members in attendance, tackled legislative matters during the resumption of session despite the absence of several minority legislators. Senate Minority Leader Alan Peter "Alan" Cayetano opted to watch President Marcos' State of the Nation Address on TV, expressing his opposition as a form of protest. He said, "I would probably watch it on TV instead. That way, the administration can enjoy a more relaxed atmosphere, and it's my simple way of opposing, including wearing black."
Meanwhile, Senator Maria Imelda "Imee" Marcos also decided not to attend the State of the Nation Address due to concerns about criminal cases against fellow Minority Senators Jose "Jinggoy" Estrada, Jr., Ronald "Bato" dela Rosa, and Rodante "Rod" Marcoleta.
