The case of Fenella Hawes, a 20‑year‑old who was killed in a hit‑and‑run by a drunk driver, has intensified public outrage.

Her family described the prospect of the driver’s early release as “petrifying” and urged that any offender responsible for a death be excluded from the scheme.

The driver, identified as Waite, received a seven‑year prison sentence for the fatal incident, a term the family argues does not reflect the loss of a young life.

In a victim impact statement, the victim’s mother recounted daily grief and the irreversible loss caused by the drunk driver’s actions.

The mayor emphasized that keeping the public safe remains the top priority and that no releases will occur until the review is concluded.

A drink driver has been jailed after his car mounted a pavement in Stalham and killed a 20-year-old woman. Malcolm Waite, age 68, of Meadow Drive, Hoveton, appeared at Norwich Crown Court today (Friday 18 November 2022) and was jailed for eight years. He was also disqualified from driving for another seven years and told he must take a compulsory driving before he can drive again. Waite pleaded guilty at a previous hearing to one count of causing the death of Fenella Hawes by dangerous driving on the A149 in Stalham on 31 July 2022. The court heard how Waite had been driving a Lexus RX SUV along the A149 Wayford Road, between the B1159 junction and Chapel Field Road, shortly before 4.30pm on Sunday 31 July 2022 when his car, traveling at speed, mounted the pavement and hit two pedestrians - a teenage girl and a 20-year-old woman.

Officials will consider amendments to ensure that individuals convicted of causing death are not eligible for early release under the new policy.
