Toronto's rain barrel program halted by surging demand

The City of Toronto’s second round of its rain barrel subsidy program collapsed under an unexpected surge of demand, with the vendor’s website crashing on Thursday.

The first allocation sold out in nine hours, prompting the mayor to note that many residents had missed out and to justify a second offering.

During a June council meeting, a single councillor questioned whether the program’s generous terms—an 80 percent subsidy—were too attractive, suggesting the rapid sales were foreseeable.

City council has approved the spending of an extra $240,000 on Toronto’s rain barrel program, essentially doubling the funding for the subsidy.

After the site failure, users posted complaints on social media, and a councillor acknowledged the technical issues in a brief statement.

City officials announced that system improvements would be implemented over the weekend to ensure a stable platform, with the next sale scheduled for 2 p.m. on July 28.

Under the scheme, the city covers most of the cost of a rain barrel and a downspout diverter, offering barrels at a subsidized price of $8.95 plus tax and a diverter for $1.

The initiative aims to reduce Toronto’s overall water consumption by encouraging residents to harvest rainwater for lawns and gardens, thereby lowering household water bills.

After the successful first round, council approved an additional $240,000 to fund a second round, effectively doubling the program’s budget.

Concerns remain that the low price may enable resale, and a councillor urged a review of the program’s terms to ensure it reaches those who need the discount most.
