One individual, Phong Thanh Tu, was identified as the suspect and charged with possession of gambling devices. This wasn’t his first encounter with the law regarding illegal gambling; records show a similar arrest five years earlier, in 2020.

Ledesma’s scheme involved a shocking level of deception, utilizing the identities of deceased individuals to launder an astonishing $21 million through the El Toro Game Room, ultimately resulting in an 18-month sentence.
